The National Councle for Culture, Arts and Literature was established at Amiri Decree issued on July 17, 1973 to take Kuwait with it the main role in the process of intellectual, cultural and artistic development within a clear vision that works to care for culture and arts and advance it and make way for communication  with Arab and international culture's  councils .
